Not necessarily. There are 13 Sets of Cards in this Series. Each Set consists of the ~40 Gadgets activated in five featured episodes. There are 65 episodes in season one (13 Sets x 5 episodes/Set = 65 episodes).
Are some Cards more rare than others?
You better believe it. Gadget rarity is related to how often (or not) each Gadget was activated throughout season one. So, certain Gadgets are rarer than others.
